| Remaining Money In Outgoing Lawmakers Budgets Could Stay In LegislatureTue, 25 Nov 2008 00:59:46 -0800 by pacificnewscenterGuam - With all the financial constraints government of Guam Agencies are facing, no one would be expecting them to turn down much needed cash. But according to a memo issued earlier this month, hundreds of thousands in unspent money could stay in the Legislature. The memo tells Executive Director Agnes Cruz the Executive Committee, headed by Speaker Judy Won Pat, must approve any transfers from the budgets of four Senators who lost reelection bids. But, Won Pat’s office says as of today, no formal requests have been made from any of the outgoing lawmakers: Senators Mark Forbes, Jesse Lujan, Frank Ishizaki, and Vice-Speaker David Shimizu. For it’s part, Adelup is hopeful the committee will consider beefing up the budgets of agencies that were shorted this budget law.“Since lawmakers cut the appropriations to all the agencies in the government, all of them are in need of money,” administration officials tell PNC News. “While we respect the separation of powers, we hope the Legislature will keep in mind critical agencies such as public health and safety when dealing with the extra funds.”Recently, two outgoing Senators, Lou Leon Guerrero and Bob Klitzkie, sent their lapsed funds to other agencies. Senator Ben Pangelinan, who is the longest-serving lawmaker in the Legislature, says they are the exceptions to the rule, since traditionally the money stays in the Legislative branch.
