| Fiscalité : tous en coeur...Tue, 02 Dec 2008 00:28:26 -0800 by kompilman57Les quinze Etats de la zone euro n'ont pas l'intention de baisser leurs taux principaux de TVA pour faire face à la récession économique, refusant ainsi de suivre l'exemple de la Grande-Bretagne. "Aucun gouvernement n'envisage une telle mesure", a déclaré à la presse le chef de file des ministres des Finances de la zone euro, Jean-Claude Juncker, à l'issue d'une réunion avec ses collègues à Bruxelles. Toutefois, des pays de l'Union européenne non membres de la zone euro, et autres que le Royaume-Uni, pourraient en décider autrement. Effet sur la consommation n'est pas évident "Vous ne pouvez être sûr et certain qu'un effet sur les prix et donc sur la consommation se produira" en cas de baisse du taux de base de la TVA, a argumenté le président de l'Eurogroupe, qui est à la fois ministre des Finances et Premier ministre du Luxembourg. La Grande-Bretagne vient d'annoncer une baisse temporaire d'un point au 1er décembre de son taux de TVA (sauf sur l'alcool, le tabac et l'essence) qui passera de 17,5% à 15%, le minimum autorisé dans l'Union européenne, ce qui coûtera 12,5 milliards de livres (14,8 milliards d'euros). Pour Jean-Claude Juncker, "le fait d'annoncer une baisse de la TVA temporaire" suivie peu de temps après d'un relèvement "ne produit pas effets souhaités sur le moyen terme". La Commission européenne a pourtant proposé la semaine dernière aux Etats de l'UE d'utiliser cet outil comme instrument possible pour soutenir l'économie, dans le cadre de son projet de plan de relance européen de 200 milliards d'euros. Vingt-cinq Etats de l'Union européennes sur 27 appliquent un taux supérieur au plancher européen, sauf le Luxembourg et Chypre (qui sont à 15%). Ils peuvent donc en théorie abaisser ce taux principal de TVA à condition de ne pas aller en-dessous du minimum admis. Scepticisme sur l'objectif de 200 milliards d'euros Concernant le plan de relance économique de l'Europe, le chef de file des ministres des Finances de la zone euro s'est montré sceptique sur la capacité de l'Europe à atteindre l'objectif de 200 milliards d'euros fixé par Bruxelles. "Je ne mettrai pas trop l'accent sur ce chiffrage, l'important c'est la direction, et que tout le monde soit d'accord pour faire un effort important et pour mettre l'accent sur les investissements publics", a-t-il déclaré à la presse à l'issue d'une réunion avec ses collègues ministres à Bruxelles. "Il est plus important de coordonner les plans nationaux que de se mettre d'accord de manière théorique sur un chiffrage exact", a-t-il ajouté, dans une critiqué à peine voilée à l'adresse de la Commission, qui pour certains pays a placé la barre un peu haut avec ses 200 milliards d'euros. "Nous verrons à l'autopsie" si cet objectif était réaliste, a ajouté jean-Claude Juncker. Le commissaire européen aux Affaires économiques, Joaquin Almunia, a toutefois réfuté l'idée selon laquelle l'objectif de 200 milliards serait d'ores et déjà enterré. "Je ne suis pas d'accord", a-t-il affirmé se disant persuadé qu'au final, une fois que tous les plans nationaux seraient dévoilés, le chiffre global serait "proche" de l'objectif initial.
