| Governor Camacho Drafts Bill To Finance Consent Decree ProjectsTue, 02 Dec 2008 00:41:00 -0800 by pacificnewscenterGuam - Acting Governor Mike Cruz has sent a draft bill to Speaker Judi Won Pat proposing one or more revenue bonds that could be as high as $202.4 million to fund the closure of the Ordot Dump and the opening of the new landfill in Layon.Adelup is proposing to pay with the obligation through tipping fees from trash collection and, if needed, Section 30 money. In a letter to Won Pat, the Acting Governor says the Guam Economic Development Authority and the Governors financial team prepared the legislation. It was also reviewed by receiving firm Gershman, Brickner & Bratton and submitted to the Attorney Generals Office for its review.The measure was part of a financial planning package given to the District Court. Chief Judge Frances Tydingco-Gatewood ordered the local government to show its proposals to pay for projects under the consent decree.Senator Ben Pangelinan hasnt seen the bill yet, but said revenue bonds will not interfere with bonds aiming to pay tax refunds and the Cost of Living Allowance class-action suit judgment.Speaker Won Pat is off-island and unavailable for comment.
